Strict, independent TUI configuration (tui.toml).
The file lives at ~/.cookie-agent/tui.toml. There is no workspace layer or
environment variable override. A missing file yields defaults; a malformed
file or any unknown key fails with an actionable path/key error. Error
messages quote the file’s location and the offending key or TOML parse
context, never file contents.
