Stable send_message:<code> error strings carried by EngineError::Messaging. The tool layer surfaces them verbatim so sending models can react predictably (retry, back off, or give up). The addressable set a reference resolves against. send_message reaches every peer in the tree; the subagent-result/cancel/resume tools only reach the caller’s own direct children, matching their ownership checks.
